The GST Portal has introduced a new Multi-State Registration facility for businesses that need GST registration in more than one State or Union Territory. The facility went live on the GST Common Portal from 1 October 2026 and is designed to reduce repetitive work while applying for multiple GST registrations. contemporary portal report
Source note: the workflow below is based on the live portal route and contemporary reports. The state-wise registration position is supported by the CGST Act; a dedicated GSTN/CBIC advisory explaining the new Master TRN workflow was not publicly indexed as of 3 October 2026.
The most important point is this: Multi-State GST Registration does not mean one GST number for the whole of India.
If your business requires GST registration in five states, you will still receive five separate GSTINs. What has changed is the application process. Instead of repeatedly entering the same basic information and generating an unrelated TRN for every state, you can now start with one Master TRN and use common information across the selected states.
What Is Multi-State GST Registration?
Earlier, if a business wanted GST registrations in Maharashtra, Gujarat, Karnataka and Delhi, it generally had to start a separate registration application for each state.
This meant repeatedly entering similar information such as:
- Legal name of business;
- PAN;
- Promoter or director details;
- Authorised signatory details;
- Authorised representative details; and
- Goods and services details.
Under the new Multi-State Registration facility, a taxpayer can select multiple States/UTs and begin the registration process through a common application flow.
The portal generates a Master Temporary Reference Number (Master TRN). After the common application is completed, separate state-specific TRNs are generated for the selected States/UTs. contemporary portal report
Does Multi-State Registration Give One GSTIN for All States?
No. This is the biggest point businesses should understand.
One Master TRN ≠ One GSTIN
The new facility simplifies the registration process, but it does not replace the state-wise GST registration structure.
For example, suppose ABC Private Limited requires registration in:
- Uttar Pradesh;
- Delhi;
- Haryana;
- Maharashtra; and
- Karnataka.
The business can use the Multi-State Registration facility to start these applications together. However, after approval, it will still have a separate GSTIN for each applicable State/UT.
The existing GST framework treats registrations in different States/UTs as distinct registrations/persons for GST purposes. Section 25(4) and 25(5) of the CGST Act
Old GST Registration vs New Multi-State Registration
| Particular | Earlier Process | Multi-State Registration |
|---|---|---|
| Multiple states | Start separately for every state | Multiple states can be selected together |
| Initial reference | Separate TRN for each application | One Master TRN initially |
| Common information | Repeated in applications | Common information entered through master flow |
| State-specific TRN | Yes | Yes, generated separately after master process |
| GSTIN | Separate for every state | Separate for every state |
| State-specific details | Required | Still required |
| Single GSTIN for India | No | No |
Therefore, this is primarily a procedural simplification, not a change from state-wise GST registration to a single national GSTIN.
How Does the Master TRN Work?
The new process starts from the Multi-State Registration option available on the GST Portal.
Broadly, the process works as follows:
Step 1: Select Multi-State Registration
Open the GST Portal Multi-State Registration facility and choose the Multi-State Registration option instead of starting separate normal applications for every state.
The facility is currently displayed for Normal Taxpayers. contemporary portal report
Step 2: Select the States or UTs
Select the States/Union Territories where registration applications need to be initiated.
For example, if registration is required in three states, all three can be selected in the initial flow.
Step 3: Enter Common Business Details
Enter the required information such as:
- Legal name as per PAN;
- PAN;
- Email address;
- Mobile number; and
- Other required common information.
Step 4: Complete OTP Verification
Complete the required OTP verification using the registered email/mobile details.
After successful verification, the portal generates a Master TRN covering the selected States/UTs.
Step 5: Complete the Master Application
Using the Master TRN, complete the common information applicable to the registrations.
This can include business details, promoter/partner details, authorised signatory, authorised representative and goods/services information.
Step 6: Get Separate State-Wise TRNs
After submission of the master application, the system generates a separate TRN for each selected State/UT. contemporary portal report
These TRNs are then used for completing the respective state-specific GST registration applications.
What Information Still Needs to Be Provided State-Wise?
The Master TRN does not eliminate information that is specific to a particular state.
For example, the Principal Place of Business and supporting documents can differ from one state to another.
Suppose a company has an office in Delhi and a warehouse in Maharashtra. The common company information may remain the same, but the place-of-business details and supporting documents will naturally be different.
Therefore, after receiving state-specific TRNs, the taxpayer must complete the required details for each individual registration.

What Is the Main Benefit of Multi-State GST Registration?
The biggest benefit is the reduction of repetitive data entry.
Consider a company expanding into five states. Under the earlier process, it had to initiate five separate applications and repeatedly provide substantially similar basic business information.
Now, common information can be entered through the master registration process and then used for state-wise applications.
This can help businesses reduce:
- Repetitive data entry;
- Separate initial application work;
- Inconsistencies in common business details;
- Multiple initial OTP processes; and
- Difficulty in initiating registrations across several states.
However, businesses should not confuse simplified registration with simplified post-registration compliance.
Will One GST Return Be Filed for All States?
No. The new Multi-State Registration option does not, by itself, create a single GST return for all state registrations.
Once separate GSTINs are issued, the registrations continue to operate separately under the existing GST framework.
Therefore, businesses should not interpret this portal change as:
One Master TRN → One GSTIN → One GST Return
Instead, understand it as:
One Master TRN → Multiple State TRNs → Multiple State GSTINs
That distinction is extremely important.
Is This “One Nation, One GST Number”?
No. The new facility should not be described as the implementation of a single GST number for a multi-state business.
GST registration continues to be state-specific under the existing legal framework. The new portal feature changes how multiple applications can be initiated and populated, rather than replacing multiple GST registrations with one national registration. Section 25(4) and 25(5) of the CGST Act
This also means businesses should not cancel or stop maintaining their existing state-wise GST registrations merely because the Multi-State Registration option has appeared on the portal.
Important Point About Official Guidance
As of 3 October 2026, the Multi-State Registration facility is visible and has been reported as operational on the GST Portal. However, searches of the GST Portal’s publicly indexed news/advisory material did not surface a dedicated official advisory explaining the new facility in detail.
Therefore, businesses filing through the new facility should follow the fields, validations and instructions currently displayed on the GST Portal and check for subsequent GSTN/CBIC clarification.
Who Can Benefit from the New Facility?
The facility can be particularly useful for businesses expanding simultaneously into multiple states, including companies opening branches, offices, warehouses or other places of business where separate GST registration is required.
It may also be useful during a planned national expansion where several GST registration applications need to be initiated at approximately the same time.

FAQs
What is Multi-State GST Registration?
Multi-State GST Registration is a new GST Portal facility that allows an eligible taxpayer to initiate GST registration applications for multiple States/UTs through a common process using a Master TRN.
What is a Master TRN in GST?
A Master Temporary Reference Number (Master TRN) is the common reference generated for the States/UTs selected in the Multi-State Registration process. Separate state-specific TRNs are subsequently generated for completing individual registration applications. contemporary portal report
Will I get one GST number for multiple states?
No. Each State/UT registration continues to have its own GSTIN. The Master TRN only simplifies the application process.
Do I still need to provide state-specific business details?
Yes. Common business information can be handled through the master process, but state-specific details such as the relevant place of business and supporting documents still need to be completed for the respective application.
Do I have to file only one GST return after Multi-State Registration?
No. The new registration facility does not convert separate state GSTINs into a single GST registration or a single consolidated GST return.
Is Multi-State Registration the same as One Nation One GST Number?
No. Multi-State Registration is an application-process simplification. It does not introduce a single nationwide GSTIN for businesses operating in multiple states.
